It is not a Siquijor article with the name swapped. Cebu is much larger and shaped differently. Distances, hotel concentration and how tours are sold mean most first-time trips work better as a chosen base plus day trips — or two bases — not as a coastal scooter loop. This is how the infrastructure is arranged — not the only way to travel.
- The commercial airport (CEB) is on Mactan Island, not in Cebu City.
- Mactan is the densest resort cluster, 10–20 minutes from the airport.
- Cebu City is the heritage and urban center.
- South Cebu's big draws (Moalboal, Kawasan, Oslob) are 2.5–4 hours from the city — not errands.
- North Cebu (Bantayan, Malapascua) is a 4–6 hour journey plus a boat.
So a first trip usually looks like this:
- Base on Mactan — beach, resorts, airport, island hopping.
- One day in Cebu City — heritage circuit and food.

Why Visit Cebu

Fly into CEB (Mactan). Mactan–Cebu International Airport is on Mactan Island, not in the city — you land next to the resorts. The resort strip is often 10–20 minutes; Cebu City center 20–40 minutes. Two terminals: check your flight's assigned terminal on the e-ticket — the usual pattern is T1 domestic, T2 international, but the same airline can use both. Two facts trip up Cebu visitors:
- Grab is not island-wide. It works in Cebu City, Lapu-Lapu (Mactan) and Mandaue — not in Moalboal, Oslob or the islands.

South Cebu (Moalboal / Oslob). No Grab. Ceres buses from the South Bus Terminal are the long-distance backbone (roughly 3–4 hours to Moalboal); tricycles, habal-habal, scooter rental or pre-arranged vans locally. Scooter rental requires a valid motorcycle license (IDP recommended).
North Cebu and the islands. Bus + ferry or van + boat, then walkable once there, with local motorbikes for rent.
Why this guide does not lead with a scooter loop. On Siquijor, a scooter is the correct default — the loop is short and the attractions sit on it. On Cebu, a scooter is great for beach towns, but riding the ~196 km island spine — city traffic, mountain passes and 3–4 hour corridors — is a different, serious decision.
